                                        SIGN LETTER OF INTENT TO
                COMMERCIALIZE PLUROGEL™ - BASED PRODUCTS IN THE US

(Charlottesville, VA, May 12, 2009) – PluroGen Therapeutics, Inc. today announced a Letter of Intent with
Welcare Industries S.p.a. (Orvieto, Italy) to submit for US medical device approval and commence sales in
the US market of Welcare’s PluroGel™-based wound & skin cleansing product line.

Commenting on the Letter of Intent, Neal G. Koller, President & CEO of PluroGen, said, “We are pleased
Welcare has seen success in Europe with their PluroGel™-based skin & wound cleansing medical device
line and is now ready to bring these products to the US market.  This is a terrific commercial opportunity
for PluroGen furthering our marketing strategy to offer multiple products with a variety of purposes based
on our core gel technology.”
